Aloha Mai Kakou:
My name is Charles Young and I appreciate this opportunity to provide testimony in support of
Resolution No. 216-15.1 reside in the Ahupua'a of Kealia Kona Hema.
For kanaka, thinking of the land and ocean in terms of ahupua'a is common sense but unfortunately for
the State of Hawaii, it has not been common practice.
This resolution recognizes that placed based resource management practices handed down by Hawaii's
native people remain relevant.
Hawaii Island will continue to progress. Population growth and development will occur. Yet there are
too many examples across Hawaii Island and the State of Hawaii where growth and development were
not appropriately challenged in policy during the planning process. Rather than compliment they either
diminished or destroyed that sense of place.
How Hawaii Island residents and their county representatives respond to growth must be reflected in
policy and in that regard I support Reso No. 216 15.
