AN ORDINANCE AMENDING ARTICLE V OF THE HAWAII COUNTY CHARTER RELATING TO THE EXECUTIVE BRANCH, THE MAYOR AND STAFF AGENCIES CREATING A NEW DEPARTMENT. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII SECTION 1. Purpose. The development of data processing and telecommunication systems have experienced tremendous technological successes. The county currently handles its data processing concerns through a division within the department of finance. Service demands by various departments and agencies have expanded beyond the department of finance. The purpose of this charter proposal is to establish a Data Systems Department to insure that the county will be able to develop its data systems in a timely and efficient manner in keeping with industry standards and practices. SECTION 2. Article V of the Hawaii County Charter relating to Executive Branch, The Mayor and Staff Agencies, is hereby amended by establishing the following department. "CHAPTER DATA SYSTEMS DEPARTMENT Section . Organization. There shall be a department of data systems consisting of the director of data systems and necessary staff. Section . Appointment and Removal. The director of data systems shall be appointed by the mayor, confirmed by the council and may be removed by the mayor. Section . Powers, Duties and Functions. The director of data systems shall: (a) Operate the central data processing system, and coordinate and oversee the operations of departmental data processing systems, except for those systems maintained by the department of water supply. (b) Provide technical expertise in data processing and telecommunication to applicable departments and agencies of the county. (c) Assist in the development of management information. (d) Advise the mayor on matters relating to data processing and telecommunication. (e) Perform such other duties as may be required by law" SECTION 3. Upon adoption of this ordinance, this council, by appropriate resolution, shall provide that this amendment be submitted to the electorate of the county for approval at the next general election. SECTION 4. This amendment shall take effect upon it approval by the voters.
