RESOLUTION NO. 285 15
A RESOLUTION REQUESTING THE HAWAII STATE LEGISLATURE TO
RECOGNIZE NOVEMBER 28 AS "LA KU`OKO`A" IN HONOR OF HAWAI`I'S
INDEPENDENCE DAY.
WHEREAS, the chiefdoms of the Hawaiian Islands were unified as the Kingdom of
Hawai`i in 1810 under Kamehameha I; and
WHEREAS, throughout the early 19th century, during the reigns of Kamehameha I,
Kamehameha II and Kamehameha III, the Kingdom of Hawaii was not recognized by the
empires of the day, resulting in increasing levels of foreign influence and unwanted coercion;
and
WHEREAS, seeking to preserve the sovereignty and self-governance of the Kingdom of
Hawai`i, Kamehameha III commissioned Timoteo Ha'alilio, William Richards, and Sir George
Simpson as emissaries to travel to the United States and Europe to secure the recognition of
independence for the Kingdom of Hawai`i; and
WHEREAS, on December 19, 1842, United States President John Tyler agreed to
recognize the independence of the Kingdom of Hawai`i; and
WHEREAS, King Louis-Philippe of France recognized the independence of the
Kingdom of Hawaii on March 17, 1843; and
WHEREAS, the Earl of Aberdeen, George Hamilton-Gordon, Secretary of State for
Foreign Affairs for the United Kingdom, assured the emissaries on April 1, 1843, that Queen
Victoria recognized the independence of the Kingdom of Hawaii; and
WHEREAS, the Anglo-Franco Proclamation, a joint declaration by France and Britain to
proclaim the independent state of the "Sandwich Islands," was promulgated on November 28,
1843, and signed by representatives of King Louis-Philippe and Queen Victoria; and
WHEREAS, November 28 was recognized as "La Ku`oko`a," Independence Day, and
was celebrated from 1844 to 1895; and
WHEREAS, Chapter 8, Holidays, of the Hawai`i Revised Statutes designates certain
days for the purpose of celebration, honor, remembrance, public education, and awareness; and
WHEREAS, November 28 should be known and designated as "La Ku`oko`a" to
celebrate the recognition of independence for the Kingdom of Hawai`i; and
WHEREAS, a copy of this resolution is translated in the Hawaiian language, as shown in
the attached "Exhibit A"; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Hawai`i State Legislature is urged to amend Chapter 8, Holidays, of the Hawai`i Revised
Statutes to add the following section to be appropriately numbered:
"§8- . La Ku`oko`a. November 28 of each year shall be known and designated
as "La Ku`oko`a" in recognition of November 28, 1843, which was celebrated as
Independence Day by the Kingdom of Hawai`i."
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Senator Lorraine R. Inouye, the Honorable Senator Gilbert Kahele,
the Honorable Senator Russell E. Ruderman, the Honorable Senator Josh Green, the Honorable
Representative Mark M. Nakashima, the Honorable Representative Clift Tsuji, the Honorable
Representative Richard H.K. Onishi, the Honorable Representative Joy A. San Buenaventura, the
Honorable Representative Richard P. Creagan, the Honorable Representative Nicole E. Lowen,
and the Honorable Representative Cindy Evans.
