RESOLUTION NO. 291 15
RESOLUTION AUTHORIZING THE DEPARTMENT OF RESEARCH
AND DEVELOPMENT TO AWARD A GRANT TO THE HAWAII
TROPICAL FLOWER COUNCIL (HTFC)
WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Hawaii
County Code (2005 Edition as amended) states, grants in excess of$25,000 to
organizations that do not qualify as nonprofit organizations shall specifically
identify the purpose for which the funds shall be used in an ordinance or resolution
and be subject to competition in compliance with chapter 103D of the Hawaii
Revised Statutes; and
WHEREAS, Chapter 2, Article 25, Section 2-136(5) of the Hawai'i County
Code states, "nonprofit organization" means an organization organized for other
than profit-making purposes and which has a current 501(c)3 tax-exemption from
the Internal Revenue Code; and
WHEREAS, the Department of Research and Development wishes to
provide a grant of$40,000 to Hawaii Tropical Flower Council (HTFC) which does
not qualify as a nonprofit organization as defined above; and
WHEREAS, the funds are part of the Request for Proposal (RFP) process
utilized by the Department of Research and Development for thier Supplemental
Funding Awards program with the underlying intent to promote sustainable
economic development; and
WHEREAS, the funds are to support HTFC's marketing plan from August
2015 through December 31, 2016; and,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in
accordance with Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Hawaii County
Code, the Department of Research and Development is authorized to provide a
grant of $40,000 to the Hawaii Tropical Flower Council to support their marketing
plan as indicated above.
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
transmit copies of this resolution to the Office of the Mayor, the Finance
Department, and the Department of Research and Development.
