Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year lease agreement of one copy machine for the Department of Public
Works. The copier being replaced is eight years old and does not function properly.
Additionally, replacement parts are obsolete and difficult to obtain. The estimated lease
cost is approximately $2,160 per year.

A. REQUEST:
Resolution to allow the department to enter into a multi-year lease for a copier for the Department of Public
Works Building Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The (Hilo) Building Division's current copier is 8 years old and has not been working properly, it is currently
broken. Building Division is requesting a new copier instead of attempting repairs again as replacement parts
are obsolete and difficult to find. A properly functioning copier is vital to our division's daily operations. A
lease agreement would be more sensible than purchasing a new copier and has been proven to be
historically more cost effective by other county agencies. A monthly leasing cost would be $2,160 annually
($10,800 for the life of the lease). The cost to purchase a new copier would cost $8000-12,000.

RE: Resolution No. 289-15 : RESOLUTION AUTHORIZING THE PAYMENT OF
FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR
A MULTI-YEAR LEASE FOR ONE (1) COPY MACHINE FOR THE DEPARTMENT OF
PUBLIC WORKS.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
