This plan includes working with Master Designers to showcase Hawaii grown floral products and developing digital media to increase the "Hawai`i Tropical Flower"brand awareness. Enclosed is a Resolution authorizing the Department of Research and Development to provide a grant of$40,000 pursuant to Hawaii County Code (2005 Edition as amended) Chapter 2, Article 25, Section 2-139(a)(3)(B) to the Hawaii Tropical Flower Council. REQUEST: To allow the Department of Research and Development to allocate $40,000 from the Agricultural Program Funding to the Hawaii Tropical Flower Council in order to support its marketing plan from August, 2015 to December 31, 2016. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Hawaii Tropical Flower Council (HTFC) is a statewide association of growers, shippers, corporations and individual proprietors which directs the branding, marketing, promotion and supports research for Hawai'i's nearly $70 million dollar tropical floral and nursery industries. The industries have more than 3,000 employees. Over 60% of the producers and businesses are located in Hawaii County. HTFC participates in mainland /international tradeshows, works with Master Designers to showcase Hawaii grown floral products and develops digital media to increase the "Hawai'i Tropical Flower" brand awareness. HTFC has dominated the Philadelphia Flower Show for the past three (3) years by working with Master Designer Jamie Rothstein to install massive designs that mix tropical and temperate flowers in the traditional European style to access the markets on the East coast. This request is in line with Research and Development's goal of supporting the marketing and promotion of local agricultural products. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
