RESOLUTION NO. 298 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
COUNTY ECONOMIC OPPORTUNITY COUNCIL FOR PROMOTIONAL EVENTS
FOR THE GVS TRANSMEDIA ACCELERATOR PROGRAM.
WHEREAS, the GVS (Global Virtual Studio) Transmedia Accelerator Program, based at
Honua Studios in Kailua-Kona, is an initiative to empower Hawaii's creative entrepreneurs to
launch original transmedia franchises; and
WHEREAS, GVS works in collaboration with the Hawaii Strategic Development
Corporation/Hawaii Growth Initiative (a State of Hawaii equity investment program), the
County of Hawaii, and the Executive Board of the Global Transmedia Accelerator Development
Fund; and
WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a
501(c)(3) nonprofit organization that will be working with GVS to help promote the GVS
Transmedia Accelerator Program; and
WHEREAS, funds are needed to facilitate workshops, seminars, and showcase events at
Honua Studios to engage with the entertainment and innovation community; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 8 will be appropriated to
the Department of Research and Development to provide a grant to HCEOC for promotional
events for the GVS Transmedia Accelerator Program at Honua Studios; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
