The grant funds will be used to allow key staff within the Planning Department attend Complete Streets training. In the current fiscal year's budget, $7,500 has been appropriated for this grant. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the additional funds into the DOH Clean Streets program account, and bringing the total grant appropriation to $42,500. The Planning Department is requesting that this bill be waived from the Finance Committee review, and be placed on the October 21, 2015 Council Agenda in order to expedite the receipt of these funds. Complete Streets is a nationwide program to help local jurisdictions design, build and operate streets to enable safe access for all users, including pedestrians, bicyclists, motorists, and transit riders of all ages and abilities. The County of Hawaii passed a Complete Streets Policy in October of 2011 (Res-171-11).
