Re: Capital Budget
The Hawai`i Fire Department is requesting to add an appropriation to Ordinance 15-58, the
Capital Budget, for their Haihai Fire Station (Kawailani Station Replacement) project.
This project is to construct a new fire station to replace the Kawailani Station.
Enclosed is a bill for an ordinance to add the project titled"Haihai Fire Station
(Kawailani Station Replacement)" and to appropriate $6,000,000 to the Capital Budget
for this project.
The Fire Department is requesting that this bill be waived from the Finance Committee
and be placed on the October 21, 2015 Council Agenda. If there are any questions,
please do not hesitate to call Melanio Lorenzo of the Hawai`i Fire Department at 932-
2921.

A. REQUEST:
Request to amend Ordinance 15-58, the FY 15-16 Capital Improvement Budget by adding an appropriation:
Haihai Fire Station (Kawailani Station Replacement) $6,000,000
Additional funding is needed for the construction of the replacement station.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Road improvements for Kawailani Street will encroach on the current station's location and bring the
roadway close to the existing building. The fire fighters dormitory room and the apparatus bay (garage) on
current location will be negatively affected by the road changes since the close proximity of the new roadway
will make both the dormitory and garage unsafe. Construction of a new fire station will allow for the
development and operation of a safe fire station.
The project is currently in the bid solicitation phase and the Fire Department is requesting to waive hearing
this bill at the Finance Committee and proceed directly to Council. The Fire Department also would like to
waive the 5-day reconsideration period (County Council Rule No. 15).

AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2015 TO JUNE 30, 2016.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
