Hilo, Hawaii 96720 No -- SUBJECT: RESOLUTION AUTHORIZING CERTAIN CODE REQUIREMENTS FOR MOHOULI HEIGHTS SENIOR NEIGHBORHOOD PROJECT PHASES II AND III, TAX MAP KEY: (3) 2-4-001:184 The County of Hawaii obtained management jurisdiction of approximately 15.948 acres of land in Waiakea, South Hilo, Hawaii, Tax Map Key: (3) 2-4-001:177, by way of Governor's Executive Order No. 4224 ("EO")for the purpose of providing affordable rental housing for the elderly and related uses. The County Council of the County of Hawaii ("County"), by way of Resolution No. 709-08, authorized the Director of Finance to negotiate a seventy-five year lease with the Hawaii Island Community Development Corporation ("HICDC"), a non-profit Hawaii corporation, for the development of senior housing and supportive services in accordance with the requirements of the EO. The lease between the County and HICDC was finalized and executed on June 30, 2009. PHASE 1 On April 20, 2010, the County Council approved Resolution No. 328 10, which authorized the exemption of certain code requirements for the Project, pursuant to section 201 H-38 of the Hawaii Revised Statutes. The original 15.948 acre parcel was subdivided into two (2) parcels (one parcel of 6.376 acres and one parcel of 9.572 acres)to accommodate the construction of the first phase of the elderly housing project. HICDC began construction on the 6.376 acre first phase of the Mohouli Heights Senior Neighborhood Project("Project"), situated at tax map key(3) 2-4-001:177, in March, 2012. The 60 one-bedroom rental units for low-income seniors ("Phase 1")were completed in December of 2013. PHASE 2 Funding for Phase 2 of the Project has been secured and construction, on a 1.2 acre portion of the parcel situated at tax map key (3) 2-4-001:184, is expected to commence in early 2016 and be completed by early 2017. Phase 2 will consist of 30 one-bedroom, low-income senior rental units in two-story structures. Similar to Phase 1, Phase 2 will be subdivided as a separate parcel for financing purposes. Note that tax map key(3) 2-4-001:184 (6.376 acres)was subdivided from parcel 177 to separate the Phase 1 portion of the Project for financing purposes. Date UCT 0 6 .20$5 Dru Kanuha, Council Chair and Members of the Hawai'i County Council September 22, 2015 Page 2 HICDC is working with Hawaii Island Adult Care ("HIAC")to construct a new facility for the Hilo Adult Day Center, which will allow the relocation of services from the existing facility located at the former Hilo Hospital building. The facility will be approximately 12,000 square feet in size with an operational capacity for 80 clients. The proposed facility will also be situated on a portion of the 1.6 acre site situated at tax map key (3) 2-4-001:184. The County Council approved Resolution No. 100 13 on May 1, 2013, which authorized the exemption of certain code requirements, pursuant to section 201 H-38 of the Hawaii Revised Statutes, for the proposed HIAC project. PHASE 3 HICDC is in the process of securing financing for Phase 3 of the Project, which will consist of an additional 60 one-bedroom, low-income senior rental units. Phase 3 will be situated at(3) 2-4- 001:184 (on approximately 3.6 acres of land), and will also be subdivided as a separate parcel for financing purposes. REQUEST HICDC is requesting the pre-emption to allow the standards and requirements of the Multiple Family Residential One Thousand Five Hundred (RM-1.5) zoning for tax map key(3) 2-4-001:184,which consist of 9.572 acres that will include the Hilo Adult Day Center and Phases 2 and 3 of the Project. This zoning will provide the flexibility that is necessary to design a more efficient project. Phase 1 of the Project, designed in accordance with County Zoning Code Residential Multiple Family Four Thousand (RM-4) standards, is beautifully designed and comfortable for most of the residents; however, the sprawling layout results in (1) extensive grading, construction, operation and maintenance costs and (2) mobility issues for residents. A more compact design would reduce construction and management costs, and decrease travel within the Project for many of our residents that use canes, walkers or wheelchairs. With a two-story design, the addition of elevators would help to alleviate mobility issues among residents. To align the intended multi-family use of the original parcel with the required State Land Use designation, HICDC is concurrently requesting that the balance of the original parcel—0.948 acres— be pre-empted to allow the standards and requirements of the State Land Use Urban designation. As indicated in the draft resolution, the increase in density will not exceed the original, overall unit count of 160 units for the Project. Enclosed is a Resolution authorizing certain code exemptions pursuant to HRS Section 201H-38, in conjunction with HRS 46-15.1, to allow the County, with approval of the County Council, to exempt low-income housing projects from certain code requirements to facilitate the development of phases II and III of the project in South Hilo, Hawaii.
