If a department head used a pCard for over $30,000 in personal expenses despite repeated warnings, and refused to release records for five years, they would be fired on the spot. But Mr. Kenoi is still on the job six months after the story broke-- though he is ineffective with this scandal hanging fire. In fairness, Mr. Kenoi has done many good things. But a weak response to this scandal will only encourage future wrongdoing. The Ethics Board, the State Office of Disciplinary Counsel (which investigates lawyers), and the State Attorney General may never take any action. But County Council can act. Please reprimand Mr. Kenoi for using taxpayer money for himself and keeping the public in the dark. Please also amend the resolution, to urge the Ethics Board to act before Mr. Kenoi slips out of reach in a few months when his term ends. Mr. Kenoi considered this scandal serious enough to hire no fewer than three criminal lawyers to defend him.
