No. 467/Bill No. 91 PLACE: Council Chambers Hilo, Hawai`i TIME: 11:55 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Planning, to which was referred Bill No. 91, reports as follows: Bill No. 91, transmitted by Mayor William P. Kenoi via Communication No. 467 dated September 9, 2015, amends Ordinance No. 05-74, which reclassified lands from Agricultural— 1 Acre (A-la) and Resort-Hotel— 1,250 square feet (V-1.25) to Multiple-Family Residential—2,500 square feet (RM-2.5) at Auhaukeae 1st, North Kona, Hawai`i covered by Tax Map Key 7-5-009:067 (Previously included a portion of Parcel 54). The applicant is Kukui Development, LLC, and the subject parcel covers 6.27 acres. The applicant requests a five-year time extension to comply with Condition C (complete construction of 92-unit Hale Nanea Condominium) of Ordinance No. 05-74. The Leeward Planning Commission, at its duly held public hearing on August 20, 2015, recommended approval. Council Member Kanuha requested an explanation for the long extension being granted. Owner and Manager of Kukui Development, LLC, George Baker and Planning Director Duane Kahuna came forward to address the members of the Committee. Director Kanuha and Mr. Baker explained that the project was the a victim of the Year 2000 real estate crash, where financing was lost and the project stalled resulting in eventual sale. The extension is needed for the new owner to secure financing, grading and other permits, and proceed towards construction in several phases. Mr. Baker explained that there has been issues with squatters on the property resulting in deterioration from fire and other reasons. The fire resulted in some of the bulldozing threatening cultural landmarks. Mr. Baker stated that the preservation plan has been completed and the grading permit obtained.
