Aloha, and thank you for taking the time to read my letter. I've tried my best to inform and educate myself
regarding the subject of geothermal energy and the potential for satisfying the Big Island's energy needs by
tapping geothermal on the Kona side. As a resident of Kona for 30 of my 38 years on Earth I've come to regard
the Big Island in general as a very sacred and special place, and I'm sure many of your constituents agree with
me. Not only are the landscapes of the Big Island breathtaking and inspiring, but the people that seem to thrive
here are a testament to a good and wholesome humanity that seemingly arises from that - a wholesome
environment. I am no expert on geothermal energy, but I would urge you with all insistency to please forgo all
drilling of any kind before getting a FULL above ground assessment of the validity of geothermal energy potential
on the Kona side of Hualalai mountain. It is in the interest of all of the residents of the Big Island, but especially
the Keiki, our future, that you DO NOT proceed in haste. Thank your for your time.

omg i am so overwhelmed and overloaded with information on this one subject! Thank you to all the council
members for everything you do to help the County of Hawaii! We all know theres health concerns with PGV, we
all know a lot of people are frustrated. But you guys seem to tune people out when they get overcome by
emotion. Did you know a side effect that Puna residents go through is heightened emotion, inability to control
emotions, and increased aggression? You are dealing with the side effects of the motion in
question: Geothermal. You can ignore the studies, tune out the people but first please answer these, I limited it
down to 127 questions:).
Question 1 First and Foremost: Why are we talking about proposed Geothermal when we have enough sun to
power our entire state?!
2. Is there a possibility to raise Helco's limits on who's allowed to get solar? 15% is a miniscule amount!
3. Geothermal has tons of documented health problems, can you give us a side by side comparison on the risks
and benefits of Geothermal vs. Solar? in all fairness we should look at both options.
4. 1 read that geographically speaking volcanic earth is the most risky, is this true? Hualalai is a dormant
volcano, the third most active volcano on our island. The most recent activity has been in the area from
Honokohau to Puuanahulu, isnt that where you intend to drill? There is no need to explore if there is no intent to
build a Geothermal Plant.
The original site for the Puna Geothermal venture erupted, today its known as Pu'u O'o vent. Question 5. How
can we be sure that Geothermal exploration will not cause an eruption in Kona? Gotta learn from our past
mistakes right, so it doesnt happen again.
6.Can you please tell me where we can get the reports of the volcanic activity Hualalai for the past 5 years? I
wanna see the fluctuations in activity.
Question 7. Is there a heiau on Hualalai? I believe Article 12 Section 7 protects our right to practice
8. Is there an aquifer below Hualalai?
9. How can you be sure our groundwater will not get contaminated throughout this Geothermal process? Kona
is scarce on our water supply already!
10. And where will you get aIIIIIIIIIIII this water needed to run your Geothermal plant?
HEALTH EFFECTS
Hydrogen Sulfide is the main chemical associated with Geothermal. H2S kills your stem cells, stem cells are
how our brains repair themselves, too much exposure and your brain runs like a slow computer. It is heavier
than air, its usually found 3 feet or below ... which is the height of children, or when were laying down sleeping.
Chemicals take 3 seconds to absorb into your skin, youre not only breathing toxins they are getting into your
body through your skin which is our largest organ. H2S also consumes air, when you breathe it consumes the
air in your body, this is why people have respiratory problems.
11. What is the current monitoring procedure?
12. 1 know the EPA provided monitors, Where is the air monitoring equipment located?
13. Can we get new monitors? I know the Jeromes only read the Hydrogen Sulfide, and I know there are
spectrometers that read multiple gases, can we a spectrometer?
14. How often does this monitoring occur?
15. Where are the reports from the last 35 years?
16. Can we request that a third party do simultaneous monitoring in addition to your monitoring?
17. Where does this monitoring occur in relation to the plant?
18. Who does the monitoring?
19. What is the Health Department's involvement with Geothermal monitoring?
20. 1 know you have 7 community members that were trained with the EPA equipment, have you utilized them
at all?
21. 1 know of one monitor that was taken from my friend, and when they finally gave it back was a hole from a
screwdriver and all the insides of this machine were broken, what can we do to prevent this from happening
again?
22. Have the procedures been followed?
23. Who is in charge of making sure these procedures are followed?
24. Is there a secondary person/entity required to make sure these procedures are followed?
25. How many times have these procedures not been followed?
26. What were the consequences of this inaction?
27. Is there a procurement list?
28. What actions were taken to correct this?
29. What studies have been done publicly and privately?
30. Are all of these available to the public? Where can we find them
31. What are the results from I think its the Kapoho Water analysis youve had for over 6 months?
32. Why wont you release this study?
33. What are the chemicals and biproducts that will be involved in Hualalai Geothermal production?
34. 1 know that "Geothermal Fluid" is a toxic soup of neurotoxins, what are the side effects of each of these
chemicals?
35. What are the acceptable levels of exposure for each chemical?
36. Who is in charge of determining the acceptable levels of exposure? If Im not mistaken PGV set their own
acceptable levels.
37. Can we be provided the acceptables levels according to the Department of Health? Id like to compare them
wth PGV's acceptable levels.
38. What level of exposure to each chemical will make you sick?
39. What level of exposure to each chemical will kill you?
40. What are the effects if all these chemicals are combined, is it even riskier than the side effects of each
chemical seperately?
41. What is the planned level of exposure?
42. Whats our worst case senario of exposure if there is an accident?
43. 1 know Puna had a reading of 620 parts/million, I know 750 parts/million can kill you, how can you be sure
this wont happen again?
44. 1 know there are some chemicals that can not be reinjected. There is a second process to deal with the
non -condensable gases, please explain that process in detail.
45. Im not 100% sure but I believe theres a sulphatreat that filters through charcoal, how is this charcoal
disposed of?
46. How often is this charcoal changed?
47. Which chemicals occur naturally through this Geothermal process?
48. What chemicals are added during this process?
49. Which chemicals can affect our air quality?
50. How will they affect our air?
51. How can we prevent this?
52. Which chemicals can affect our water supply?
53. How will they affect our water?
54. What can we do to prevent this?
55. 1 know 4,000,000 gallons of "Geothermal Fluid" is pumped into the earth and there is 90 pounds of pentane
that is lost each day, where does this go?
56. 1 know after Puna's blow out all the bats died, how can we be sure this wont happen again?
57. 1 know there is an endangered bird in jeopardy because their flight pattern is right over PGV, how can we
make sure this doesnt happen elsewhere?
58. Why wont you let these bird people on your plant after numerous requests?
59. Ive heard a government group came to PGV and the woman ended up having a miscarriage, is this true?
60. What can we do to prevent this?
61. Can anyone take a tour of your plant to see the process?
62. Are there any restricted areas where you do not allow non-PGV employees?
63. 1 know some Puna residents got sick before the PGV plant even opened, why did they get sick?
64. What was happening at the plant before it opened?
PROCEDURES
In 1984 Act 96 talked about the priority should be the protection of the people, of this land, and of this lifestyle;
and include the input of the people of this land. What happened to that? Well Act 97 happened and it made
Geothermal exempt to all building codes and eliminated all rules of the development of Geothermal. DLNR has
also waived their requirements for Environmental Impact Studies and Assesments because they are "too
expensive" Excuse me but I find this information to be invaluable, please do the studies!
65. Why is Geothermal exempt?
66. Why do they have to change the laws to make their permits legal?
67. Who is our contact person for Hualalai Geothermal?
68. Who would send out all notices?
69. Who would we send our complaints?
70. Can we have a presentation so we can familiarize ourselves with this Geo process?
71. Does anyone get paid royalties from PGV? Please list each person

73. Why they get paid?
74. and how often do they get royalties?
After yesterdays meeting I realized that no one person is in charge and everyone just passes the buck. I agree
that we need someone specifically in charge of PGV and the Relocation Fund, but these monies to pay staff
should not come from the Relocation Fund, it should come from the Assests Fund which is for mitigation
projects. I would also like to request we put in place someone who is in charge of all encompassing Health
aspects .... cause right now it aint happening. No one is monitoring anything and it feels like theres a lot of
important information they are trying to sweep under the rug.
75. Puna had a blowout that lasted 31 hours after Iselle, what is the procedure in case of emergency?
76. Did anyone go to Puna to offer help to the residents that were trapped for 3 days? Waiala told me they had
to mix water and baking soda, soak a towel in this solution and breathe with this over their mouth. are you
serious?!?
77. In California theres a Geowell thats had a blow out since 1955, they tried to fill the hole and kill the well but
its still going, how can we be sure this wont happen again?
78. Theres been numerous instances of failure to comply, how can we be sure this wont happen again?
79. Theres been multiple instances of failure of the responsible government agencies to enforce, how can we be
sure this doesnt happen again?
80. How far is the evacuation radius?
81. If you are outside of this radius can you still be evacuated?
82. 1 know youre digging down, is there also a lateral drill involved at all?
83. What percentage of energy produced will stay in Kona?
84. What is the breakdown percentages of where all the electricity will go?
85. How will this energy be transported?
86. Ive heard you need big industrial towers because you cant just use regular telephone poles? is this true?
87. What will these towers look like?
88. How many of these towers will be in Kona?
89. How many Megawatts will Hualalai produce?
90. 1 know Puna was supposed to generate 30 Megawatts and they got caught generating 60 Megawatts, how
can we make sure this doesnt happen to anyone?
91. 1 know PGV build another plant without telling anyone, can this happen to us?
92. How can we make sure this doesnt happen to us?
93. 1 heard there was a permit and then it got codified? Is this a normal process?
94. Can we see the permit?
95. Can we see the code?
96. Who can we ask questions regarding the permit and the code?
97. Can we have all Gag orders removed?
98. Can we have a list of all gag orders in place?
99. Is there a statue of limitations on the times you have to report a problem?
100. If youve been constantly reporting problems but no one has addressed, what course of actions do you
have?
RELOCATION
Puna Relocation fun gets 2.7 Million every year. From what we were told the fund was frozen since January
because of the lava flow. Yesterday the director said the fund balance was at 2,322,885.95.
101. Where is the other $377,114.05 that should be in this frozen account?
102. Where did the money go?
103. Is there a Relocation Fund planned For Hualalai Geothermal?
104. How much is in the account initially?
105. How much gets deposited to this account annually?
106. What are the specific criteria required to be relocated?
107. f you are sick from toxins but out of the zoned area what are your options?
108. What is our evacuation plan?
109. Where will we be evacuated to? Waiala said at the "evactuation center" they were watching birds drop from
the sky! She had to stay in a hotel for 6 months after the blow out. My friend Toshi was told they have to move
indefinately.
110. How many people is the Relocation Fund and Emergency evacuation plan planning to cover?
111. How long can they afford to keep said people evacuated?
112. In Puna after the blow out they called 911 and the firefighters showed up in Hazmatt suits, why would they
wear these? The residents had no protection
113. PGV had to pay a fine after the uncontrolled venting after Iselle, how can we be sure tis wont happen
again?
114. 1989 they got the permit, 1990 they started construction, and in 1991 there were 2 blow outs, less than a
year after the plant opened! It finally reopened and then they has to kill the well in 1994. And what do they do
with the wells once they dont product steam anymore?
115. Ive heard that the county resells the homes after they have been deemed unsafe. If lava flows near a
property that property has no resale value, if its full of toxic chemicals would you wanna buy it?
116. Can we have full disclosure on these properties from now on?
117. Like Councilman Onishi said why dont you use those relo homes as a buffer?
118. Why dont you use it as a test site to monitor air quality?
119. Why dont you test the relocated residents to see if their health improves after theyve moved?
120. What Realtors are you using for this process?
121. What appraisers are you using for this process?
122. Are there any fees being paid outside of closing?
123. What are those fees and who are they paid too?
124. And how often?
125. Why is there $1M in reserve when you have 25 famiies waiting to be relocated since they applied in 2012?
126. Who is the Property Manager? What are their qualifications?
127. Who does the Property Aquisitions? What are their qualification?
And I have more questions but only 3 minutes to testify. I have to leave for work today but I would like to have
these concerns addressed. If you want I can meet up with any of you to go over and figure out these concerns
today. If you any help through this Geo process I am more than willing and I know most of us here will help. I'd
like to request an in depth presentation on the Geo process for all our concerned citizens. I also want to request
a presentation on the process of possibly building this plant. We all want what's best for our county, our
community, and our health. Let's figure this out together
