I am in agreement that The General Plan Comprehensive Review Process is the proper
mechanism to address Geothermal Resources Development and that a Hawai' i county
Council Resolution addressing Geothermal Energy is timely and propoer.
Would it be proper to include a clause in the proposed Resolution directing the Planning
Director to conduct regular, periodic reviews of the Geothermal Resource Permit, and
ammend when necessary, to conform with all relevant State and Federal laws, such as
the Clean Air Act?
Also in the mitigation of impacts clause, should there be refrence to not only "best
available technology", but also to prudent maintenance and distribution of the
Geothermal Relocation and Community Benefits Fund?
While not a citizen of Puna, with the interest in potential geothermal resources on
Hualalai, I am, of course interested in the mechanics of process, permitting, mitigation
of impacts, and emergency responses related to geothermal development.
