The timely review and recommendations for amendments to the Hawai' i County
General Plan is an important part of the due process for County Government. The
Administration is to be commended for the timelines of this review and comment period.
I write in favor of Resolution 256 - 15.
I have sat on the Hawaii County Planning Commission and the Hawaii County Public
Access, Open Space, and Natural Resources Preservation Commission (PONC).
Based on my experience, it is my opinion that the work of both Commissions would be
enhanced by the proposed language.
In the case of the former, we were asked to used the Ka Pa'akai O Ka 'Aina decision as
part of our evaluative framework. The proposed language is consistent with and
complimentary to that framework. In the case of the latter, all of the recommended
properties are in part, described by the ahupua'a in which they are situated. This focus
on the ahupua'a of Hawaii County in general and those particular properties being
considered by the PONC specifically, will deepen the understanding of the context of
those properties, while practically applying the "native intelligence" embodied by the
ahupua'a.
The word "ahupua'a" has become popularly invoked by State and County agencies in
recent years, but with little practical guidance as to how to take that invocation from the
rhetorical to the practical. Resolution 256 - 15, begins that movement to the practical.
