HomeMy WebLinkAboutORD 1997-159 1996-1998COUNTY OF HAWAII STATE OF HAWAII BILL NO. 1 rg ORDINANCE NO. 97 159 AN ORDINANCE AMENDING CHAPTER 2 OF THE HAWAFI COUNTY CODE 1983 (1995 EDITION) TO ENCOURAGE THE PROPER USE AND SPELLING OF HAWAIIAN WORDS AND TERMS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAFI: SECTION 1. Findings and Purpose. In 1992, the Legislature enacted Act 169 recognizing that by law, there are two official languages in this State, English and Hawaiian. The orthography developed by scholars at the University of Hawai'i includes the use of macrons and glottal stops in the spelling of the Hawaiian language, which are symbols commonly used in local publications and by the counties in street signs for streets having Hawaiian names. The Legislature found that leaving out the glottal stop, a consonant in the Hawaiian language, changes the meaning of the word. Therefore, using symbols that aid in the correct pronunciation of those words in written documents that spell Hawaiian words, helps to preserve the Hawaiian language and the culture of the people of this State. The Council concurs with the Legislature's findings. The purpose of this ordinance is to formally authorize and encourage the use of macrons and glottal stops whenever words or terms in the Hawaiian language are used in documents by or for county agencies and officials. SECTION 2. Article 1, Chapter 2 of the Hawai'i County Code 1983 (1995 Edition) is hereby amended by adding a new section which shall read as follows: "Section 2_ Hawaiian language; smelling, The County shall gncourage the pm= languageuse and correct 5pelling of wor -aiian da or terms in the Hgw for coun )r fficials, including 111Q use of macrons and glottal stops. Any rulc. order, ply or other act nffrial or otherwise, that prohibits or discourages the uag of these symbols shall be void." SECTION 3. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 4. In the event that any portion of the ordinance is declared invalid, such invalidity shall not affect the other parts of this ordinance. SECTION S. This ordinance shall take effect upon its approval.
