RESOLUTION NO. 314 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
LIONS FOUNDATION TO EXPAND CHILDREN VISION SCREENING SERVICES IN
PUNA.
WHEREAS, Big Island Lions Foundation is a 501(c)(3) nonprofit organization that
supports charitable efforts by Lions Clubs around Hawai`i Island; and
WHEREAS, the International Association of Lions Clubs, District 50, Region VII,
composed of five Lions Clubs on the windward side of Hawai`i Island, has been providing free
vision screening services for children for many years; and
WHEREAS, the Lions clubs have obtained two advanced Plus OptiX S 12R vision
screening cameras, one of which is used in East Hawai`i and one that is shared on all sides of
Hawai`i Island; and
WHEREAS, the Big Island Lions Foundation is requesting funds to purchase a third
camera, to be used primarily in the Puna District; and
WHEREAS, vision screening with the camera will be done in collaboration with clinical
health students from Pahoa High School and Kea'au High School; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to
the Department of Research and Development to provide a grant to the Big Island Lions
Foundation to expand vision screening services in Puna; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
