RESOLUTION NO. 316 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KA HALE 0 NA KEIKI
PRESCHOOL FOR COMPUTER EQUIPMENT AND A SITE VISIT TO THE
RICHARDSON'S BEACH PARK OCEAN CENTER.
WHEREAS, the Richardson's Beach Park Ocean Center is a Hawai`i County
recreational facility that houses an exclusive exhibit hall telling the story of Polynesian voyaging
history and the Hokule`a's current worldwide voyage; and
WHEREAS, the ocean center also provides many educational activities and
presentations to the public, visitors, and school groups; and
WHEREAS, some of these activities include ocean awareness and safety, education on
marine life and reef ecosystems, fish pond restoration, Polynesian wayfinding using only the
stars and the signs of nature, and skills needed for life on the canoe; and
WHEREAS, the Ka Hale 0 Na Keiki Preschool, a 501(c)(3) nonprofit organization,
feels that children learn by doing and observing, and that it would be beneficial and fun for its
students to experience a hands-on learning adventure; and
WHEREAS, a site visit to Richardson's Beach Park Ocean Center would give the
children an opportunity to see, touch, feel, hear and learn in their own Hawaiian cultural
backyard; and
WHEREAS, educating our kids today will inspire them to embrace their kuleana of
stewardship and make them feel good about protecting the environment; and
WHEREAS, computer equipment will foster continued education in the classroom by
allowing students to follow Hokulea's worldwide voyage and communicate with the crew via
video-stream; and
WHEREAS, funds are needed to help with expenses for this educational site visit, which
will include the purchase of computer equipment, bus transportation, and lunch; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Parks and Recreation to provide a grant to Ka Hale 0 Na Keiki Preschool for
computer equipment and expenses associated with a site visit to Richardson's Beach Park Ocean
Center; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
