RESOLUTION NO. 317' 1.5
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES RELATED TO THE 2015 HAWAII ISLAND VETERANS DAY PARADE.
WHEREAS, the Big Island Resource Conservation and Development Council (BIRCD)
is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural
environment of Hawaii Island through sponsorship of festivals,programs, and special events
unique to this island; and
WHEREAS, BIRCD is working in partnership with the Hawaii Island Veterans Day
Parade Committee to honor all veterans in Hawaii County by coordinating a Hawaii Island
Veterans Day Parade in Hilo on November 7, 2015; and
WHEREAS, a financial need has been identified by the organizers of the 2015 Hawai`i
Island Veterans Day Parade for necessary expenses, including, but not limited to, special duty
police officers, insurance, portable toilets, tents, public address system, and permits; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Office of the Prosecuting Attorney to provide a grant to the Big Island Resource
Conservation and Development Council to assist with expenses related to the 2015 Hawai`i
Island Veterans Day Parade; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
