COMMISSIONERS PRESENT: Myles Miyasato, Charles Heaukulani, Gregory Henkel, Donald Ikeda, and Raylene Moses. ABSENT & EXCUSED: Donn Dela Cruz. ALSO PRESENT: Duane Kanuha(Planning Director), Danny Patel (Deputy Corporation Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner), Christian Kay(Staff Planner), and Sarah Hata-Finley(Commission Secretary). And approximately 10 people from the public in attendance. APPLICANT: NIMR TAMIMI (REZ 15-191) Application for a Change of Zone from Single Family Residential-10,000 square feet(RS-10)to Neighborhood Commercial-20,000 square feet(CN-20) for 22,000 square feet of land. The property is located on Manono Street, approximately 200 feet north from the intersection of Kekuanaoa Street and Manono Street in Waiakea House Lots, Waiakea, South Hilo, Hawaii, TMK: 2-2-034:083. MIYASATO: First on today's agenda is applicant,Nimr Tamimi. DARROW: Good morning, members of the Planning Commission. MIYASATO: Good morning. DARROW: Welcome. Hopefully not a long day today. We can hope. Our first applicant is Nimr Tamimi. He is requesting a Change of Zone. The area of this application and subject property is within the North Hilo District of Hawaii. More specifically, we're looking in the area of the Waiakea Houselots. Just for reference, this is Kekuanao`a, and this is Manono Street, and the subject property is identified with a black outline. This is a closer view showing our County zoning. The different colors on the map represent the different types of zoning for the County. The yellow represents Single-Family Residential zoning, and the pink represents Neighborhood Commercial zoning. You have the dark colored General Commercial area which is the Big Island--yeah, Big Island Candies facility. 1 The pink color that's just to the north of this property is the complex that's been built where we have Hawaiian Island [sic], Hawaiian Style Cafe and the different businesses that are operating there. Okay, this is our General Plan for the particular area. The red represents High Density Urban, and the orange color represents Medium Density Urban which allows for commercial-type uses. This is an aerial photo with the subject property identified with a red outline. Again, we have Manono Street running in a north-south direction, and Kekuanao`a running in an east-west direction with the different types of facilities. There are also some commercial uses that have been approved across the subject property on Manono Street. The applicant is requesting a Change of Zone from Single-Family Residential— 10,000 square feet, RS-10, to Neighborhood Commercial—20,000 square feet or CN-20 for 22,000 square feet of land. The proposed commercial building will be used for the new location of the Atebara Chips and Hawaiian Island Gourmet business as well as an additional tenant space for other businesses. This will include the construction of a new 6,300-square foot which will be 35 by 180 feet, foot building. This is a site plan that's proposed. I apologize for the color of it. It was a little light, but we tried to darken it up. Just for reference, we have Manono Street on the left side of the map, and you can see the entrance area with the parking area as well as the proposed building. These are some site photos. This is on Manono Street looking towards Kekuanao`a and with the subject property on the left. This is looking the opposite direction towards the north on Manono, and this is the subject property on the right. And, this is looking directly at the current subject property. The Planning Director is recommending that the Planning Commission send a favorable recommendation with conditions to the Hawaii County Council. With that,that concludes our presentation. Thank you. Okay, if not, thank you. TAMIMI: Thank you very much. MIYASATO: Real quickly—have you reviewed the recommendations by the Director? TAMIMI: Yes, I have. MIYASATO: And are you in agreement? TAMIMI: Yes, I am. MIYASATO: Okay, thank you. TAMIMI: Thank you. MIYASATO: Is there anyone wishing to testify on this application? If not, can I have a motion to close public testimony on this application? IKEDA: Move to close public testimony. MIYASATO: Do I have a second? MOSES: Second. MIYASATO: All in favor? I move that a favorable recommendation be forwarded to the County Council on the application for Change of Zone, Docket No. REZ 3 15-191 based on the Planning Director's recommendation, findings, and proposed conditions, which shall be adopted.
