Re: Capital Budget
The Hawai`i County Mass Transit Agency is requesting to add an appropriation to
Ordinance 15-58, the Capital Budget, for their Mass Transit Maintenance and Baseyard
Facility project. This project is to design and construct a new baseyard and
administrative facility for this agency. Ordinance 15-25 authorized an appropriation of
$10,000,000 for this project, of which the County's portion was $6,000,000.
Construction costs however, are higher than expected and we are requesting an additional
$2,000,000.
Enclosed is a bill for an ordinance to add the project titled "Mass Transit Maintenance
and Baseyard Facility" and to appropriate $2,000,000 (County) to the Capital Budget for
this project.
Time is of the essence, due to the fact that this project is already under way. The Mass
Transit agency is therefore requesting that this bill be waived from the Finance
Committee and be placed on the November 4, 2015 Council Agenda. Additionally, they
request that the Council's five-day reconsideration period be waived in order to expedite

A. REQUEST:
To appropriate additional funds to construct a maintenance and baseyard facility for the Mass Transit
Agency.
$2,000,000 County Funds
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
In January of 2013, the Hawaii County Mass Transit Agency (the "Transit Agency") received $4,000,000 in
Federal funds as part of the State of Good Repair Grant for the specified purpose of the construction of a
much needed maintenance and baseyard facility for the Transit Agency. The requested additional
$6,000,000 in County funds is necessary to cover additional expenses associated with environmental
clearances, engineering and design, as well as to cover the remaining construction cost.
Currently, the Transit Agency shares its maintenance and baseyard facility with a number of other County
agencies and divisions such as Traffic, Carpenters, Automotive, Environmental Management, Highways, and
the Roads Division, to name a few. As a result, space required for proper day to day operations of the
Transit Agency is inadequate due to limited parking for buses, bus operators, and transit personnel as well
as conducting necessary maintenance and repairs on our current bus fleet. Additionally, the existing facility
is currently in need of major repair and rehabilitation, and will not be able to support the future growth of the
Transit Agency.
The new maintenance baseyard facility will be solely for Transit Agency use. The five acre parcel will have
sufficient space to house a fleet of 58 transit buses, 5 mechanics, 45 bus operators, and administrative staff.
In addition, the new facility will provide an enhanced work environment designed specifically for transit
related activities and repairs as well as improve the overall efficiency, productivity, and safety of the Transit
Agency.

The Mass Transit Agency initially requested an appropriation of$10,000,000, however, an
additional $2,000,000 is required to cover the costs of the project which is higher than what was
originally projected.
Please waive this bill from the Committee on Finance and proceed directly to Council. We also
request that the Hawaii County Council make a motion to waive the 5-Day Reconsideration
Period (County Council Rule No. 15).

RE: Bill. No. 111 : AN ORDINANCE AMENDING ORDINANCE NO. 15-58, AS
AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2015 TO JUNE 30, 2016.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
