Your Committee on Finance, to which was referred Resolution No. 310-15, reports as follows:
Resolution No. 310-15, transmitted by Finance Director Deanna S. Sako, via Communication
No. 509 dated October 2, 2015, authorizes the Department of Parks and Recreation to award funds to
Kailapa Community Association.
A grant of$71,000 would be provided to the Kailapa Community Association to supplement the cost
of developing a community park and playground.
Parks and Recreation Deputy Director Ken Van Bergen provided some background on this project.
Mr. Van Bergen explained that they were approached last year by the Kailapa Community
Association requesting assistance with the park. They were shown quotes received, and the
department decided that the most sufficient, expedient way to assist was to provide them with a
grant. Mr. Van Bergen further explained that $71,000 was appropriated for this project in this fiscal
year.
Mr. Van Bergen further commented that this grant would be for equipment and construction costs,
and that this funding would complete this project, which will primarily go towards the playground.
Kailapa Community Association President Diane Kaneali`i came forward via videoconference from
Waimea. Ms. Kanealii explained that funds from this grant, together with another grant and funds
from the public, will provide enough funds to complete this project. Ms. Kaneali`i further explained
that volunteers will work to put this project together, and that it is a small gravel and
astro-turf playground.
Pursuant to Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawai`i County Code, grant awards
in excess of$25,000 to nonprofit organizations shall specifically identify the organization receiving
the grant funds and the purpose for which the grant funds shall be used in an ordinance or resolution.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 310-15, and
recommends its adoption.
