No. 448/Res.No. 268-15 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 4:52 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Safety and Mass Transit, to which was referred Resolution No. 268-15, reports <br /> as follows: <br /> Resolution No. 268-15, transmitted by Council Member Greggor Ilagan, via Communication No. 448 dated <br /> August 25, 2015, enlists the County of Hawai'i in the Stepping Up Initiative to reduce the number of jailed <br /> persons with mental illnesses. <br /> This resolution first appeared before Your Committee on October 6, 2015, and postponed to October 20, <br /> 2015 due to concerns regarding the language of the resolution shared by Prosecuting Attorney Mitch Roth. <br /> At the October 20th meeting, there was one testifier present in the Hilo Council Chambers, Les Estrella on <br /> behalf of Going Home Consortium. Mr. Estrella spoke in support of the proposed amendments to this <br /> resolution via Communication 448.3. Mr. Estrella also quoted the last paragraph in a written testimony <br /> provided by Marilyn Brown, Ph. D, Associate Professor—Sociology Department, please refer to <br /> Communication 448.5. <br /> Prior to discussion, Committee Chair Paleka relinquished the Chair to Committee Member David. This is <br /> due to Committee Member Paleka transmitted proposed amendments to Resolution 268-15 via <br /> Communication 448.3, and Committee Member Ilagan is the introducer of the originally drafted resolution. <br /> At the start of discussion, Mr. Ilagan yielded to Committee Member Paleka to move this measure forward. <br /> Mr. Paleka then shared his reasoning behind the proposed amendments via Communication 448.3, <br /> proposing three amendments. The first amendment to the title was done to be consistent with the Stepping <br /> Up Initiative template and in respects to jurisdiction by specifically adding Hawai'i Community <br /> Correctional Center. The second change addresses the concerns shared by Prosecuting Attorney Mitch <br /> Roth, by using the term `recidivism'. The third change is self-explanatory, by including Peter Cabreros, the <br /> Warden of Hawai'i Community Correctional Center. Committee Member Ilagan shared his support for the <br /> proposed amendments. Your Committee present approved the amendments unanimously by voice vote. <br /> PSMTC Rept. No.: 5 <br />
