RESOLUTION NO. 327 15
A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO ENTER INTO
NEGOTIATIONS FOR THE ACQUISITION OF TAX MAP KEYS (3) 5-2-007:004 AND
027 AND (3) 5-3-007:022, 023, 026, 032, AND 033 KNOWN AS THE HAPU`U TO
KAPANAI`A CULTURAL CORRIDOR IN NORTH KOHALA, PURSUANT TO
CHAPTER 2, ARTICLE 42 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION,
AS AMENDED).
WHEREAS, Chapter 2, Article 42 of the Hawai`i County Code established the Public
Access, Open Space, and Natural Resources Preservation Fund; and
WHEREAS, Section 2-215 of the Hawai`i County Code established the Public Access,
Open Space, and Natural Resources Preservation Commission ("the Commission"); and
WHEREAS, Section 2-217 of the Hawai`i County Code provides, in pertinent part, that
the Commission's first duty and responsibility is, "To develop and submit to the mayor, an initial
island-wide prioritized list of qualifying lands worthy of preservation...Priorities shall be listed
on an island-wide rather than district basis."; and
WHEREAS, on December 26, 2014, the Commission submitted its 2014 Annual Report
to the Mayor citing the purchase of the Hapu`u to Kapanai`a Cultural Corridor in North Kohala
as the number two priority; and
WHEREAS, Communication No. 163 from the Mayor, dated February 25, 2015,
recommends that the Council accept the prioritized list as presented by the Commission; and
WHEREAS, the Hapu`u to Kapanai`a Cultural Corridor consists of seven distinct parcels
totaling 166.684 acres with three of the total of four property owners expressing an interest in a
preservation sale; and
WHEREAS, the Hapu`u to Kapanai`a Cultural Corridor includes significant cultural and
archeological sites, including burials and the remnants of the earliest culture of Hawaiian
settlement such as the Kapalama heiau, one of the largest platform (347' x 314'), pavement type
heiau on the island of Hawai`i; and
WHEREAS, the Hapu`u to Kapanai`a Cultural Corridor is Kamehameha I's kulu iwi (his
home land) and includes numerous sites important in his rise to power, including the Hale 0
Ka`ili heiau built and dedicated by Kamehameha Ito the war god Kuka`ilimoku and a 450 to
500-foot canoe roadway/ramp from the top of a 100-foot pali to Kapanai`a Bay and a large canoe
launching site; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Director of Finance is hereby authorized to enter into negotiations for the acquisition of the
Hapu`u to Kapanai`a Cultural Corridor covered by tax map keys (3) 5-2-007:004 and 027 and
(3) 5-3-007:022, 023, 026, 032, and 033, as shown in the attached "Exhibit A."
BE IT FURTHER RESOLVED that the Director of Finance is authorized to initiate any
funding mechanisms required for the acquisition of the Hapu`u to Kapanai`a Cultural Corridor
properties in accordance with Chapter 2, Article 42 of the Hawai`i County Code, relating to the
Public Access, Open Space, and Natural Resources Preservation Fund.
BE IT FURTHER RESOLVED that the County of Hawai`i welcomes help from
Kohala community groups such as Kohala Lihikai, Kamakani '0 Kohala `Ohana, Malama
Kohala Kahakai, Malama Na Wahi Pana '0 Kohala, Maika`i Kamakani '0 Kohala, Kohala
Historic and Cultural Preservation Committee, and Hawaiian Islands Land Trust, which have all
pledged to help seek additional funding for the purchase of these properties.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Mayor William P. Kenoi, the Director of Finance, the Director of
Parks and Recreation, and the Public Access, Open Space, and Natural Resources Preservation
Commission.
