The current subscriber agreement expires on December 31, 2015 and the Office of the Corporation Counsel wishes to extend this. They have negotiated a multi-year subscription rate, which represents a significant annual cost savings over rates without a multi-year contract. Time is of the essence in this matter. The Office of the Corporation Counsel requests that this resolution be waived from the Finance Committee and be placed on the November 18, 2015 Council Agenda due to the impending expiration of their current subscriber agreement. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Our current five-year contract with Thomson Reuters, Westlaw, expires on December 31, 2015. Online legal research capability and the availability of current print resources are essential to the work performed by the Office of the Corporation Counsel and are a necessity in today's legal environment. Commitment to a five- year contract enabled us to secure a favorable annual increase of only 2%, whereas the standard annual rate increase is 7%.
