RESOLUTION NO. 331 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
NATIONAL GUARD YOUTH CHALLENGE ACADEMY FOUNDATION, TO ASSIST
WITH EXPENSES RELATED TO TRANSPORTATION FOR THE STARBASE—
HAWAI`I PROGRAM DURING THE 2015-2016 SCHOOL YEAR.
WHEREAS, the Hawai`i National Guard Youth Challenge Academy Foundation is a
501(c)(3) nonprofit organization that provides self-discipline, motivation, guidance and
leadership opportunities to at-risk youth; and
WHEREAS, STARBASE is a youth program under the U.S. Department of Defense that
brings science, technology, engineering and math(STEM) enrichment to the classrooms of at-
risk youth in rural areas; and
WHEREAS, STARBASE—Hawai`i primarily serves fifth-grade public school
classrooms in Ka`u, Kea'au, and Pahoa; and
WHEREAS, since its start in 2008, STARBASE—Hawai`i has served more than 4,200
students, including 487 on Hawai`i Island; and
WHEREAS, Hawai`i Island provides the only STARBASE site remaining in the State of
Hawai`i after the program at Pearl Harbor ended in June 2013; and
WHEREAS, budget shortfalls have caused transportation challenges for students
participating in the STARBASE program; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to
the Office of the Prosecuting Attorney to provide a grant to the Hawai`i National Guard Youth
Challenge Academy Foundation, to assist STARBASE—Hawai`i with expenses related to
transportation for the 2015-2016 school year; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
