COUNTY OF HAWAII STATE OF HAWAII
RESOLUTION NO. 332 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR EXPENSES
RELATING TO THE INAUGURAL SAKADA DAY CELEBRATION.
WHEREAS, the Big Island Resource Conservation and Development Council (BIRCD)
is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural
environment of Hawaii Island through sponsorship of festivals, programs, and special events
unique to this island; and
WHEREAS, the Hawaiian Sugar Planters Association transported laborers, known as
sakadas, from the Philippines between 1906 and 1946 to work the sugar cane fields of Hawai`i;
and
WHEREAS, the first 15 laborers arrived in Hawai`i on December 20, 1906, and worked
in the fields in Kea'au; and
WHEREAS, Governor David Y. Ige signed into law Act 7 (Session Laws of Hawai`i
2015), establishing December 20 as Sakada Day annually in Hawai`i, to recognize the historical
significance of the arrival of the first sakadas, and also the contributions of Filipinos to Hawai`i's
diverse and multicultural society; and
WHEREAS, BIRCD is working with the Sakada Day celebration committee to provide
funding for the inaugural Sakada Day celebration, to be held December 20, 2015, in Kea'au; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to
the Department of Research and Development to provide a grant to Big Island Resource
Conservation and Development Council for costs relating to the inaugural Sakada Day
celebration, including food, supplies, publicity, printing, decorations, awards, and exhibits; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
