RESOLUTION NO. 334 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES RELATED TO THE INAUGURAL SAKADA DAY CELEBRATION.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization whose mission is to assist people of the Big.
Island in achieving sustainable development while caring for and appreciating their natural
environment to ensure broadened economic opportunities, enriched communities, and better
lives; and
WHEREAS, Governor David Y. Ige signed into law Act 7 (Session Laws of Hawai`i
2015), establishing December 20 as `Sakada Day' annually in Hawai`i, to recognize the
historical significance of the arrival of the first sakadas, and also the contributions of Filipinos to
Hawai`i's economically diverse and multicultural society; and
WHEREAS, the first 15 Filipinos to arrive in Kea'au over 100 years ago to work as
contract laboreres in the plantation industry were known as sakadas; and
WHEREAS, BIRCDC is working with the Sakada Day Celebration 2015 committee to
provide funding for the inaugural Sakada Day celebration, to be held December 20, 2015, in
Kea'au, to showcase the rich heritage of these brave Filipinos and present an exhibit revealing
their proud endeavors working in the plantation; and
WHEREAS, members of the Sakada Day Celebration 2015 committee identified the
financial need to defray necessary expenses, inlcuding, but not limited to, food, supplies,
publicity, printing, decorations, awards, and exhibits; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Research and Development to provide a grant to Big Island Resource
Conservation and Development Council to assist with expenses related to the inaugural Sakada
Day Celebration; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
