RESOLUTION NO. 335 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
NATIONAL GUARD YOUTH CHALLENGE ACADEMY FOUNDATION, TO ASSIST
THE STARBASE HAWAII PROGRAM WITH TRANSPORTATION EXPENSES FOR
THE 2015-2016 SCHOOL YEAR.
WHEREAS, the Hawai`i National Guard Youth Challenge Academy Foundation is a
501(c)(3) nonprofit organization that provides educational, leadership, and life skills training to
Hawai`i youth; and
WHEREAS, the purpose of the STARBASE program is to bring science, technology,
engineering, and math (STEM) enrichment to the classrooms of elementary students in schools
in Hawaii County; and
WHEREAS, since its inception in late 2008, the STARBASE program has served over
4,200 students including 487 on Hawaii Island; and
WHEREAS, the STARBASE Hawai`i program serves fifth-grade students in public
school classrooms primarily in Ka`u, Kea'au, Pahoa; and
WHEREAS, Hawai`i Island provides the only STARBASE site in the State of Hawaii
since the program located at Pearl Harbor closed its doors in June 2013; and
WHEREAS, budget shortfalls have caused transportation challenges for students
participating in the STARBASE Hawai`i program; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to
the Office of the Prosecuting Attorney to provide a grant to the Hawaii National Guard Youth
Challenge Academy Foundation to assist the STARBASE Hawaii program with transportation
expenses for the 2015-2016 school year; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
