RESOLUTION NO. 336 1.5
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR THE SAKADA
DAY CELEBRATION 2015.
WHEREAS, the Big Island Resource Conservation and Development Council ("Big
Island RC&D") is a 501(c)(3) nonprofit organization that supports conservation, agricultural
research, and economic development on Hawaii Island; and
WHEREAS, the Honorable Governor David Ige signed into law HB604 this year, which
dedicated December 20th as Sakada Day, an honor that has been long awaited for by the Filipino
community; and
WHEREAS, the first annual Sakada Day Celebration is scheduled for December 20,
2015, and will be held at the Kea`au Community Center to honor, showcase, and celebrate the
rich heritage of Filipinos from the past and present; and
WHEREAS, this event will also recognize the original 15 Filipino sugar plantation
workers who arrived in Honolulu and were processed as contract laborers for the Ola`a
Plantation in Kea'au over a 100 years ago; and
WHEREAS, many came to escape poverty but only found a life of strenuous hard work
and loneliness without their wives or family; and
WHEREAS, these "sakadas" or plantation recruits have greatly contributed to the
history, economy, and culture of the Hawai`i community for decades; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Research and Development to provide a grant to Big Island RC&D for
refreshments for the Sakada Day Celebration 2015; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
