RESOLUTION NO. 340 15
RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER
FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A
MULTI-YEAR SUBSCRIPTION AGREEMENT WITH THOMPSON
REUTERS, WESTLAW
WHEREAS, Section 10-11 of the County Charter requires that any contract,
lease or other obligation requiring payment of funds from the appropriations of a later
fiscal year or more than one fiscal year be approved by resolution; and
WHEREAS, online legal research capability and access to current print
resources are essential to the work performed by the Office of the Corporation Counsel
and are a necessity in today's legal environment; and
WHEREAS, their current subscription agreement with Thomson Reuters,
Westlaw will expire on December 31, 2015; and
WHEREAS, a multi year agreement results in a cost savings over a single year
agreement; and
WHEREAS, the County wishes to enter into a multi year subscription agreement
with Thompson Reuters, Westlaw to provide electronic and printed legal research
services for the Office of the Corporation Counsel; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Mayor is hereby authorized to enter into a multi-year subscription agreement with
Thomson Reuters, Westlaw and that sufficient funds will be budgeted in future fiscal
years to cover the anticipated obligations of the County under the terms of the
agreement.
BE IT FURTHER RESOLVED that the Clerk transmit copies of this resolution
to the Mayor's Office, the Department of Finance, and the Office of the Corporation
Counsel.
