RESOLUTION NO. 341 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
NATIONAL GUARD VOLUNTEER SUPPORT ORGANIZATION, INC., TO ASSIST
WITH TRANSPORTATION THE HAWAII ISLAND STARBASE PROGRAM DURING
THE 2015-2016 SCHOOL YEAR.
WHEREAS, the Hawai`i National Guard Youth Challenge Academy Foundation is a
501(c)(3) nonprofit organization that provides educational, leadership, and technical training to
soldiers, airmen, and retirees of the Hawai`i National Guard and their families; and
WHEREAS, the purpose of the STARBASE program is to bring science, technology,
engineering and math(STEM) enrichment to the classrooms of at-risk youth in rural areas; and
WHEREAS, the Hawai`i Island_STARBASE program primarily serves fifth- grade
students in public school classrooms in Ka`u, Kea'au, and Pahoa: and
WHEREAS, since its inception in late 2008, Hawai`i's STARBASE program has served
over 4,200 students including 487 on Hawai`i Island; and
WHEREAS, Hawai`i Island is now the only STARBASE site in the State of Hawai`i
after the program located at Pearl Harbor closed its doors in June 2013 as a result of
sequestration; and
WHEREAS, budget shortfalls have caused transportation challenges for students
participating in the current STARBASE program; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to
the Office of the Prosecuting Attorney to provide a grant to the Hawai`i National Guard Youth
Challenge Academy Foundation, to assist the Hawai`i Island_STARBASE program with
expenses related to transportation for the 2015-2016 school year; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
