Aloha Council members,
Bobby Command approved listing him by name as backing this resolution on the condition that this simple
amendment be made:
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Council signs on. to the Call
to Action in support of efforts to reduce the number of incarcerated persons with mental illnesses and who pose
no danger to the community and urges the Director of the Department of Public Safety and the Director of the
Department of Health (" Directors") to do the same.
BACKGROUND:
Regarding council meeting, November 3, 2015 council meeting item 10. Res. 268-15: Enlists COH in Stepping
Up Initiative to reduce no. of jailed.persons w/mental illnesses, G. Ilagan
In Holualoa, Honalo, and Kainaliu we've had several incidents regarding homeless and mentally disturbed
persons (maybe exclusively men, we don't know).
If this resolution could any way bring MORE people of this nature to our neighborhoods I will spread the word
and we will show up in force.
See some of the happenings listed below. You'll see why we are extremely sensitive about this issue. I hope to
hear from you as soon as possible. I appreciate you and Karen keeping any of our identities private, except for
the police and unless absolutely necessary.

Over the past few days we've had some strange incidents take place and have reason to believe that a mentally ill person, possibly
homeless, is walking around on temple grounds at night or early morning. This person took all of the altar objects out of the red and
white Jizo shrine in front of the temple and stole the statue's garment, coin offering container, and matches. I did make a police
report. Last night, this person got into our social hall through the back stage door, which may have been left unlocked, and gathered
some items from the kitchen which were scattered here and there on temple grounds. Obviously, this person is not in a normal state of
mind.
This morning, the samu crew that cleans the columbarium noticed that our new koa offertory box which Pxx Kxxxxxx made for our
centennial was damaged. I've talked so far to Sxxxxxx and Bxxxx about having security cameras installed. If any of you have any
ideas, please pass them along.
The good news is that the community police came by today and were very supportive.
FYI, I talked to Rev. Miyazaki a little while ago. His temple in Holualoa was entered and burglarized while he was on Oahu two
nights ago. The burglar came in through a window, broke open the offertory chest & took the money, touched altar things, ate food
that was in the refrigerator and stole incense from the nxxxxxxxxx. Rev. Miyazaki says that he's reluctant to go anywhere - I'm
feeling the same way, especially since we keep the nxxxxxxxx open even when I'm out.
Arrived at work earlier than usual this morning before 8, noticed a skateboarder coming from Holualoa who looked like
Cxxxx. Approached locked doors n went to Doris Place. Informed both Raymond n Doris. A few minutes ago saw him walking up to
Holualoa. We have a video camera set up outside on the porch.
FYI: Kona Koyasan Shingo mission Daishiji in Holualoa has also been vandalized and offertory box damage, robbed, food eaten,
objects with gold leaf damage. He knows where to look for "Kane".
Cxxxx and I have "Nest" which is a camera in the living room. The camera was about $150 and the service is $10/month. The
camera will record any noise or movement and hold the record for awhile. The only hitch is the WiFi has to work at that
location. This is a newer version of ours. I'm not sure if the wi-fi reaches the nxxxxxxxxxx. We'll have to see.
When two community police officers stopped by to talk to me yesterday, I showed them the photo that Bxxxxxxx Bxxx had
shared. Just as they were pulling out of our driveway, the suspect walked by! The police officers pulled over and questioned
him. He admitted coming to the temple, but denied doing any damage. He gave them an address, saying that he's living on a farm in
Honalo. At least now he knows that the police are keeping an eye on him. I didn't see any evidence of his "mischief' when I opened
the temple and nxxxxxxxxx this morning.
Everyone, I just heard from Aki Imai that his church - Seicho no Ie- outside Kainaliu was entered - not the sanctuary itself, but the
Sunday School classroom. It appeared that the intruder spent the night there and took some of the materials. This is why I found
materials from Seicho No Ie (SNI) stuffed inside my mailbox and thrown into our Jizo shrine outside. I had talked to Aki about this
on Friday. Today, he discovered that the classroom had been entered.
Tomorrow night, our board will meet. But since this a community problem, I will call the community police tomorrow and let them
know what's happening.
