Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for a new multi-year lease agreement for one fire apparatus (fire truck) for the Hawaii
Fire Department. This apparatus will replace a unit that is 24 years old.
According to the Hawai`i Fire Department, a new, reliable fire apparatus will reduce
repair and maintenance costs as well as increase their firefighting effectiveness. The
anticipated lease cost is approximately$12,600 per month.

A. REQUEST:
The Hawai'i Fire Department is requesting a resolution authorizing the payment of funds in a later year and
for more than one fiscal year for a multi-year lease to purchase one fire apparatus. The lease would be for a
term of five (5) years. The fire apparatus (fire truck) will be assigned to the Waikoloa Fire Station. The
estimated lease cost is $12,600 per month for a sixty (60) month term for the multi-year lease to purchase for
a total $756,000.
Payments will commence after delivery of the apparatus.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The current apparatus assigned to the Waikoloa Fire Station is 24 years old.
National Fire Protection Association Standards recommend replacement after 15 years of useful life.
The Wailokoloa Fire Station serve a large population and a growing population, respectively. The purchase
of the new two apparatus will provide reliable front-line response vehicles. The new apparatus will reduce
repairs and maintenance costs. The Fire Department specifies fire apparatus that are manufactured to the
latest National Fire Protection Association (NFPA) Standards and Department of Transportation (DOT)
Regulations, providing for the safety of our personnel and the driving public.
Having reliable fire apparatus in our fleet is cost effective as it will reduce operating costs and will also
increase our firefighting effectiveness thereby reducing fire loss to the community.
The estimated FY 2014-2015 payments are currently budgeted in our FY 2014-2015 operating budget.
Lease payments for subsequent years will be budgeted accordingly. Being that current fiscal year payments
have been budgeted, the Department is requesting that the Finance Committee hearing be waived.

RE: Resolution No. 349-15 : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS
OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A
MULTI-YEAR LEASE OF ONE (1) FIRE APPARATUS (FIRE TRUCK) FOR THE
HAWAII FIRE DEPARTMENT.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
