In February of this year, we received written notice from a group calling themselves, "The Nalani Street
Water Association".
Having never heard of this Association, at first we were quizzical as to the relevance to our property,
since we were assured by the realtor in 2011, we were hooked up to a straight line shot to a water
outlet on Walua road, and had a dedicated easement for our property. (See attached).
I went to the Hawaii County Water Department, and had them research their records to make sure this
was the case, and they assured me that the dedicated line for us, did in fact exist, and thus we
presumed, we had no reason to join this Association's efforts.
We received another notification from the Association that this proposed project was still moving along
and also intimated that the majority of the homeowners on the street are ready to participate. This
doesn't jive with the discussions I have had with several neighbors.
Obviously Hawaii County is dealing with issues that will surface and re -surface as we continue to grow
here on the island. I would strongly recommend that the County adopt a Comprehensive Growth Plan (if
not already in place) for the future that would address these types of issues and prevent new
development from becoming part of the taxpayer's problems instead of being part of the solution.
While my wife and I see no need to change our situation, we have great pressure which feeds our
household and irrigation needs, we do agree that we should pay our fair share of any costs associated
with installation of fire hydrants on the street.
I would also strongly recommend personally, that developers bringing proposals for development in the
future, be required to pay all associated infrastructure costs (If not already a requirement). That would
go a long way towards insuring the taxpayer is not left holding the bag in the future.
