Dear Chairman Kanuha and Council Members:
It is my pleasure to nominate Ms. Susan L. Osborne of Council District 5 to the County of Hawaii
Environmental Management Commission. Ms. Osborne is a 32-year resident of Hawaii. She is the
principal of Kua 0 Ka La Charter School.
Ms. Osborne is a current member of the Puna Community Development Plan Action Committee.
She previously served for one year on the Hawaii County Charter Commission. Ms. Osborne is
member of the Rotary Club of Pahoa, the United Nations Board and a volunteer with Ho'oulu Lahui,
an organization that she co-founded in 1994. She states that she is not affiliated with any political
party.
Ms. Osborne is a current member of this commission. She was nominated and confirmed in March,
2014, for a term less than two years. Hawaii County Charter Section 13-4(c), states that"members
of any board or commission appointed for a term of two years or less shall be eligible to succeed
themselves for an additional full term." If confirmed today, Ms. Osborne will serve a full term that
expires on December 31, 2020.

RE: Communication No. 576 : Nomination of Susan L. Osborne of Council District 5
to the County of Hawai`i Environmental Management Commission
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Environmental Management to the full Council for immediate
action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that
approval is granted and the matter be placed onto the next Council agenda for review. However,
in the event this request is denied, for whatever reason, I understand the matter shall be referred
to the Committee on Environmental Management for placement on its future agenda.
