Dear Chairman Kanuha and Council Members:
It is my pleasure to nominate the following individuals to the County of Hawai'i Public
Access, Open Space, and Natural Resources Preservation Commission:
Ms. Susan E. Fischer - Council District 9 - Ms. Fischer is a 52-year resident of
Hawaii. From 2009 — 2014, she was a member of the North Kohala Community
Development Plan Action Committee. During that same time, Ms. Fischer also
served on that committee's Power, Viewplanes, Erosion Control Subcommittee.
Ms. Fischer is an active member of the North Kohala Coast Volunteer Fire Company
14-Alpha, and has been serving since 1994. She states that she is not affiliated with
any political party. If confirmed, Ms. Fischer will serve a full term to end on
December 31, 2020.
Mr. Kekaulike P. Tomich — Council District 8. Mr. Tomich is a lifelong resident of
Hawaii. He is a Restoration Technician at the Hawai'i Forest Industry Association.
Mr. Tomich is a member of the Kaupulehu Marine Life Advisory Committee, and the
Hawaii Alliance for Progressive Action. He states that he is not affiliated with any
political party. If confirmed, Mr. Tomich will serve a full term to end on December 31,
2020.
Both individuals were nominated and confirmed to this commission earlier this year.
Hawaii County Charter Section 13-4(c), that states "members of any board or
commission appointed for a term of two years or less shall be eligible to succeed
themselves for an additional full term and be eligible to be reappointed."

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
