RESOLUTION NO. 355 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
NATIONAL GUARD YOUTH CHALLENGE ACADEMY FOUNDATION TO ASSIST
WITH EXPENSES RELATED TO TRANSPORTATION FOR THE HAWAII ISLAND
STARBASE PROGRAM DURING THE 2015-2016 SCHOOL YEAR.
WHEREAS, the purpose of the STARBASE program is to expose our nation's youth to
the technological environments and positive civilian and military role models found on Active,
Guard, and Reserve military bases and installations; and
WHEREAS, since its inception in late 2008, the STARBASE program has served over
4,200 students, including 487 on Hawaii Island, to bring science, technology, engineering, and
math (STEM) enrichment to the classrooms of at -risk youth in rural areas; and
WHEREAS, Hawaii Island is now the only STARBASE site throughout the State of
Hawaii after the program located at Pearl Harbor closed its doors in June 2013 as a result of
sequestration; and
WHEREAS, the Hawaii Island STARBASE program primarily serves 5`h grade students
in public school classrooms in Ka`u, Kea`au, and Pahoa; and
WHEREAS, budget shortfalls have caused transportation challenges for students
participating in the current STARBASE program; and
WHEREAS, the Hawaii National Guard Youth Challenge Academy Foundation is a
501(c)(3) nonprofit organization that provides educational, leadership, and life skills training to
Hawai`i's youth; and
WHEREAS, the Hawaii National Guard Youth Challenge Academy Foundation is
assisting the STARBASE program to secure funds to transport students participating in the
program; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to
the Office of the Prosecuting Attorney to provide a grant to the Hawaii National Guard Youth
Challenge Academy Foundation to assist the Hawaii Island STARBASE program with expenses
related to transportation for the 2015-2016 school year; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
