RESOLUTION NO. 361 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND
SUBSTANCE ABUSE COUNCIL TO DEFRAY THE COST OF PURCHASING A
STORAGE CONTAINER FOR THERAPEUTIC GARDEN EQUIPMENT AND
SUPPLIES.
WHEREAS, Big Island Substance Abuse Council (BISAC) is a 501(c)(3) nonprofit
organization whose mission is to inspire individuals to reclaim and enrich their lives by utilizing
innovative resources and harnessing the strengths within each person by providing a continuum
of services that are culturally appropriate and align with the ever-changing behaviorial health
care field; and
WHEREAS, a therapeutic garden was created to provide to both adults and adolescents
an opportunity to participate in cultural practices, be stewards of the land, find their cultural
identity, and reclaim their lives from the ravages of substance abuse; and
WHEREAS, BISAC has identified the financial need to purchase a container to store
equipment and supplies for its therapeutic garden; and
WHEREAS, the food that is grown in the therapeutic garden will be used in BISAC's
residential homes as well as its vocational training food trailer; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Liquor Control to provide a grant to BISAC to defray the cost of purchasing a
storage container for therapeutic garden equipment and supplies; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
