Hilo, Hawaii 96720 Re: Agreement with the State of Hawai`i Department of Agriculture The State of Hawaii Department of Agriculture is requesting the County to donate one dump truck for use by their Irrigation System operations in Waimea. The dump truck would be used only by the Waimea and Honoka`a-Pa`auilo Irrigation System team to help maintain the existing system, haul fallen trees from ditch areas, haul away debris removed from the screens by the excavator, and to haul other materials. The County of Hawai`i's Department of Public Works has a dump truck that was scheduled for disposal by auction. In lieu of disposal, we request that this equipment be donated to the State of Hawaii Department of Agriculture so that they may utilize it as described above. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawai`i Department of Agriculture in order to donate this equipment for their use, and to provide indemnification for the County regarding the transaction. The Department of Public Works is requesting that this resolution be waived from the Finance Committee and be placed on the January 6, 2016 Council agenda. The irrigation system helps to provide local farmers and ranchers with the necessary amount of water they need at a reasonable price. Together our hard working team strives to maintain the irrigation system to its full working capability. Due to budget cuts, and lack of man power the team is unable to keep up with the maintenance of the existing system. The Waimea& Honokaa-Pa'auilo Irrigation System is made up of two sections. The first section is located in Waimea which consists of 16 miles of ditch, 4 intakes, and 2 reservoirs. The second section is located in Honokaa-Pa'auilo which consists of 25 miles of ditch, 4 intakes, and 2 reservoirs.Normally the department has a minimum of 9 working employees. However due to the cut in funding, and a few out on Workman's Comp. we have been working with a four man team for the past 2 years. Due to the lack in man power both systems have fallen behind on maintenance. The cutback in the budget has also made it very difficult to accumulate the right equipment needed. We would like to request from the County of Hawaii for a donation to the Department of Irrigation in Waimea on the Big Island a dump truck. The dump truck would only be used by the Waimea& Honokaa-Pa'auilo Irrigation System team to help maintain the existing system. It will be used to haul away fallen trees from ditch areas, haul away debris removed from the screens by the excavator, and to haul materials to the desired job sites. With the dump truck we will be able to get our larger tasks accomplishes, and get the system back up to its fullest capability sooner than we originally predicted. It would be a well appreciate tool to help better our department from this moment on. Attached to this letter are some picture I have taken to give a visual idea of the over grown system. Having a dump truck to work with would be a great improvement to our system. With it we will get more accomplished, and we will be able to maintain the existing system on a regular basis.
