Enclosed is a bill for an ordinance to add the project titled "Lower Puna Lava Response Projects - FEMA" and to appropriate $10,000,000 to the Capital Budget for this project. The Department of Public Works is requesting that this bill be waived from the Finance Committee and be placed on the January 6, 2016 Council Agenda.
