Masumoto, Director, Office of State Planning, dated July 22, 1991, transmitting, for information and review, a copy of the Progress Report on the Implementation of Priority Guidelines of the Hawaii State Plan, 1991. States the report provides a useful capsule overview of progress in the activities undertaken to meet statewide policy priorities. PC-60 Page 3 August 14, 1991 Comm. 2738: HAWAII TROPICAL BOTANICAL GARDEN Copy of letter to Planning Director Norman Hayashi, from Dan J. Lutkenhouse, Founder and Director, Hawaii Tropical Botanical Garden, dated July 22, 1991, regarding his SMA minor permit application for a foot bridge which was denied. States the two-and-a-half months it took to receive a reply, and then a denial for the permit is grossly excessive and has seriously delayed their project. Further states that under their pressing circumstances, they are requesting that the shoreline certification requirement for the permit be waived as the cost of a certification is beyond the financial capabilities of the Garden and all permanent improvements will be-more than 150 feet from the shoreline. Transmits a new SMA permit application in which they have combined the bridge, access road, rain shelter and restrooms. NEW BUSINESS ADJOURNMENT
