I'm sorry for the late input, but I have only recently seen Ms. Willa's draft of Bill 124. I have been chair of the North Kohala
Community Development Plan Action Committee (CDP -AC) for nearly three years. We who work as volunteers to help the county
planning process really appreciate Ms Wille's endeavors to support us. Having been in 'the trenches' of the incipient stages of
relationships between the CDP Action Committees and the Planning Department, I have intimate knowledge of the problems
associated with staffing of these committees. I am presently speaking as an individual, because the NKCDP-AC has not had the
opportunity to meet and discuss or approve of this Bill. But these issues are very real and I am hoping to suggest a few changes
to the Bill to clarify the deficiencies and make it more functional for all County ACs. My suggestions are in the MS Word
document attached. In it I have placed a line through the parts of the present draft that I think should be replaced and I have
made my replacement suggestions in bold type. I hope you find it in your heart and capacity as County Clerk to pass these late
suggestions along to the Council members. Thank yaw so much (and happy new year). John

SECTION 2. Chapter 16, article 3, section 16- 5, Hawai' i County Code 1983 (2005 Edition,
as amended), is amended to read as follows:
Section 16- 5. Membership and tenure.
a) The CDP action committee shall consist of nine members. All members shall have a primary
residence in the arca covered by the CDP. The members shall be appointed by the mayor and
approved by the County council. If a position remains vacant for more than three months a person
to fill the position may be appointed by a council member who represents the area encompassed by
the respective CDP and the appointment approved by the council Prior service as a member of a
CDP steering committee shall not disqualify an individual from serving on the CDP action
committee.
b) The members shall serve staggered terms of four years. Upon the initial appointment of the
committee, three members shall serve for a term of two years, three members for a term of three

c) The membership should reflect a broad cross- section of the community. The community
development plan may specify more detailed selection criteria consistent with this objective.
d) A chairperson and vice -chairperson shall be elected from its membership annually at the first
meeting of each calendar year.
(e) Each CDP Action Committee may establish rules of procedure necessary for the conduct of its
business, which rules shall contain at a minimum the time and place of all regular meetings,
(f) Except as provided for in this section, the committee shall be governed by the County Charter,
section 13- 4."
