Bill 116: AMENDS CHAPTER 25, ARTICLE 1, ARTICLE 2, AND ARTICLE 4 OF THE
HAWAI‘I COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO
AGRICULTURAL TOURISM
The bill would amend Sections 25-1-5(b), Definitions; 25-2-71(g), Applicability; and
25-2-75, Plan approval application requirements; as they pertain to Agricultural
Tourism. Also would amend Section 25-4-15, Agricultural Tourism, to add and amend
definitions and types of use for “major” and “minor” agricultural tourism activities; and
sets forth specific regulations for each.

Bill 124: AMENDS CHAPTER 16, ARTICLE 3, SECTION 16-5 OF THE HAWAI‘I COUNTY
CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO COMMUNITY
DEVELOPMENT PLAN ACTION COMMITTEES (CDPAC)
The amendments would: 1) Allow a Council Member to appoint members to fill vacant
positions if the CDPAC serves within that Council Member’s Council District and the
position has been vacant for at least three months, subject to confirmation by the
Council; 2) Allow a CDPAC member to serve up to three terms; and 3) Require that
vacancies be filled before replacing a CDPAC member whose term has expired, if that
member is willing to continue to serve until the vacancies are filled.

The Windward Planning Commission forwards its favorable recommendation for this
change of zone, which would allow the applicants to subdivide the property into four
