This request is to appropriate State <br /> Revolving Loan Funds for this project in order to replace liners at the facility which are reaching <br /> the end of their serviceable life. <br /> Enclosed is a bill for an ordinance to add the project titled "Kealakehe WWTP Aeration Upgrade <br /> and Sludge Removal", and to appropriate $5,000,000 to the Capital Budget. <br /> The Department of Environmental Management is requesting that this bill be waived from the <br /> Finance Committee and be placed on the January 22, 2016 Council agenda.
