This request is to appropriate State Revolving Loan Funds for this project in order to replace liners at the facility which are reaching the end of their serviceable life. Enclosed is a bill for an ordinance to add the project titled "Kealakehe WWTP Aeration Upgrade and Sludge Removal", and to appropriate $5,000,000 to the Capital Budget. The Department of Environmental Management is requesting that this bill be waived from the Finance Committee and be placed on the January 22, 2016 Council agenda. REQUEST: Request to amend Ordinance 15-58, Capital Improvement Budget, to include an appropriation for the following project: Kealakehe Wastewater Treatment Plant Aeration Upgrade and Sludge Removal — $5,000,000 from State Revolving Fund B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The project is currently funded via the State Water Pollution Control Revolving Fund Loan Program (Project No. C150080-27). Additional funds are required in order to replace the liners for Lagoons 1, 2, and 3 at the facility. There is evidence that the liners have experienced and continue to undergo deterioration due to natural causes resulting in the liners reaching the end of their serviceable life. The State Department of Health has confirmed that additional monies for replacement of the liners is available for the Kealakehe Wastewater Treatment Plant Aeration Upgrade and Sludge Removal project. The expected life of the liners is twenty to thirty years. We respectfully request that this bill be waived from Committee and placed on the next Council agenda in order to expedite the availability of funding to include this additional work in the project which is currently in construction.
