Your Committee on Finance, to which was referred Bill No. 125, reports as follows:
Bill No. 125,transmitted by Council Member Valerie T. Poindexter, via Communication No. 603
dated December 15, 2015, amends Ordinance No. 15-58, as amended, relating to public
improvements and financing thereof for the fiscal year July 1, 2015 to June 30, 2016.
This measure adds the Parks and Recreation, Honomu Park New Playground Equipment—County
project for $500,000 to the Capital Budget. Funds for this project shall be provided from General
Obligation Bonds, Capital Projects Fund—Fund Balance and/or Other Sources ($500,000). Funds
would be used for the construction of new playground equipment at Honomu Park.
Council Member Valerie Poindexter explained that she needs to put this project on capital
improvement budget, then clarified that this is an existing park in need of repair, and that it does not
meet current safety standards.
The vote was taken on the motion to approve, with six ayes. Council Members Aaron Chung,
Dru Kanuha, and Daniel Paleka were absent and excused.
Pursuant to Article X, Section 10-6(e) of the Hawai'i County Charter, the Council, by ordinance
adopted by affirmative vote of at least two-thirds of the entire membership, may amend the capital
budget for that year.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 125, and
recommends its passage on first reading.
