Dear Chairman Kanuha and Council Members:
It is my pleasure to nominate Ms. Josephine L. Ibarra of Council District 8 to the County
of Hawaii Board of Ethics. Ms. Ibarra is a lifelong resident of Hawaii. She is presently
the Care Coordinator/Resident Manager and Mental Health Specialist at Hope Services
Hawaii.
Ms. Ibarra volunteers at St. Michaels Church in Kailua-Kona. She also volunteers with
organizations that help the homeless in the Kona community. She states that she is not
affiliated with any political party. If confirmed, she will serve a term to end on December
31, 2020.
I am also attaching a copy of a letter from Ku Kahakalau, Chair of the Ethics
Commission recommending Ms. Ibarra's nomination to this commission.

Please accept my recommendation of Josephine Lehua lbarra as member of the County of
Hawai`i Board of Ethics, to be appointed as soon as possible. Ms. Ibarra is a lifelong resident of
Hawai`i Island and a well-respected member of the community. She understands our unique
issues and cares deeply for the welfare of all who call Hawai`i Island their home. Moreover,
having another female voice will add diversity to our Board.
As you know, since March of this year,the Board of Ethics has only had three members, which
has made not just having a quorum, but also effectively dealing with agenda items, extremely
difficult, if not impossible. We sincerely appreciate your assistance in working with the County
Council to expedite this matter, so that we can fulfill our responsibilities to the citizens of
Hawai`i Island.

RE: Communication No. 625 ; Nomination of Josephine Ibarra of Council
District 8, to the Hawai`i County Board of Ethics
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
