It is my pleasure to nominate Mr. G. Rick Robinson of Council District 6, to the County
of Hawaii Board of Ethics. Mr. Robinson is a 45 year resident of Hawaii. He was a
member of the Civil Service Commission, now the Merit Appeals Board, for two terms.
Mr. Robinson recently completed a five-year term as a member of the Water Board on
December 31. 2015.
Mr. Robinson is a member of the Kona Coffee Cultural Festival and Council, the Kona
Soil and Water Conservation District, and the Kona Farm Bureau. He states that he is
not affiliated with any political party. If confirmed, he will serve a term to end on
December 31, 2020.
I am also attaching a copy of a letter from Ku Kahakalau, Chair of the Ethics
Commission recommending Mr. Robinson's nomination to this commission.

I would like to recommend George Richard "Rick" Robinson as a member for the County of
Hawaii Board of Ethics, to be appointed as soon as possible. Mr. Robinson is a well-respected
community member and has a long history of serving Hawai`i County, including completing two
(2) full terms on the Civil Service Commission, now the Merit Appeals Board, as well as just
finishing a 5-year term on the Hawaii County Water Board. Moreover, as a Kona resident, Mr.
Robinson will add diversity to our Board, currently made up entirely of Hilo residents.
As you know, since March of this year, the Board of Ethics has only had three members, which
has made not just having a quorum, but also effectively dealing with agenda items, extremely
difficult, if not impossible. We sincerely appreciate your assistance in working with the County
Council to expedite this matter, so that we can fulfill our responsibilities to the citizens of
Hawai`i Island.

RE: Communication No. 626 ; Nomination of Rick Robinson of Council
District 6, to the Hawaii County Board of Ethics
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
