Your Committee on Planning, to which was referred Bill No. 128, reports as follows:
Bill No. 128, transmitted by Mayor William P. Kenoi via Communication No. 612 dated November 23,
2015, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the
Hawai`i County Code 1983 (2005 Edition), by changing the district classification from Agricultural-
Three Acres (A-3a) to Residential and Agricultural —One-Half Acre (RA-.5a) at Pana`ewa House Lots,
2nd Series, South Hilo, Hawai`i, covered by Tax Map Key: 2-2-056:002. The applicants are Minoru
Takehiro, Jr., and Katherine Takehiro, and the subject parcel covers approximately 2.66 acres.
The applicants would like to subdivide the subject parcel into four residential and agricultural lots
consisting of a minimum of 0.5 acres in size to convey to their children. The proposed four-lot
subdivision would consist of three lots that are at least one-half acre each. The fourth lot would consist
of more than one acre, and is where the applicants currently reside.
The Windward Planning Commission, at its duly held public hearing on November 5, 2015, voted to
recommend approval of this item.
The applicants were present. There was no discussion.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 128, and recommends
passage on first reading.
